this is maybe dumb and obvious and probably you knew it already but i didn't know it lol
i turned off my incite, remove sim, turn it back on, and i can use it as a PDA without phone service ..... cool thing i think. it's not like that with dumb phones (unless you change some settings with the right software and a computer).
this way would be the last option one has if don't want to incur in data charges and just use wifi (sacrifying phone service of course)

Yeah, alot of the "dumb phones" are unusable without a SIM and all they say is "Insert SIM" in a box covering the screen. All WinMo (smartphone and touchscreen) versions are usuable without a SIM. I still use my BlackJack as an address book sometimes  .

that's one thing that bothers me about my old samsung zx20 it was a great phone (actually i only upgraded because there was a short or something in the phone that caused me to drop calls repeatedly in 3g networks) and i still have some files on there that i havent cared to move to my incite yet but in order to even use the phone i have to switch my sim over...

also if you want to make sure your not using any data charges on wifi without doing the trick found in the forum you can go to the wireless manager and turn off the phone radio and as far as ATT is concerned (or knows) your device is now off

That's what I did for a family members VOIP service. VOIP can't dial 911 because they don't know your location. But if you have a charged mobile phone with no SIM, it can call 911. Keep it by the computer and you're good to go in an emergency.

Go to Wireless Manager and turn off the phone. This is pretty much the same as "turning off the SIM".

I don't want to be the first, but try changing this registry key's value to a local number: This is at your own risk, by the way. If I were to try it, I would replace all the numbers in the list with just one local number and see what happens. There are actually two keys, one for when your SIM is in the phone and one for when it isn't present. HKEY_LOCAL_MACHINE\Security\ECallWithSIM\List HKEY_LOCAL_MACHINE\Security\ECallWithoutSIM\List Again - at your own risk...

I believe this to be correct also. even changing the registry will not prevent the call from being seen for what number is actually dialed if you have a registered active sim. this is preprogramed so that if your sim is not recognized or in the phone,and prevents you from being able to connect to the network, you can still make a 911 call. however, if the sim is not there, I am not sure if the network would let it go through. would be interesting to check out the later part

If you did that using pay as you go phones, no one would be able to track you either. The carrier could only ban you're IMEI once they found out about it. Then, as long as you don't mind doing somewhat illegal things, you could just change the IMEI and do it again.
